Andrew Fink, MD, FACP
Dr. Fink was recently a practicing internist at Morton Plant North Bay, where he also served as the part-time Director of Physician Services. In addition to his leadership role, he was the Vice President of Morton Plant Mease Primary Care. He also has experience in two other health systems where he was a recognized leader. Dr. Fink was a practicing physician for 17 years, and is a board member of both BayCare Medical Group and BayCare Physician Partners. He currently serves as Chief Medical Officer for BayCare Medical Group.
 
Mr. Bill Ulbricht
Bill Ulbricht has over 20 years of experience as an administrative leader and champion of physician operations. Bill served as hospital president at St. Anthony’s Hospital, and has had operational responsibility for St. Anthony’s Primary Care, St. Anthony’s Specialty Care and Suncoast Medical Center. Before St. Anthony’s, he was the hospital president at South Florida Baptist. He also has served as a chief financial officer. Currently, Bill serves as Chief Administrative Officer for BayCare Medical Group.

Laura Arline, MD
Laura Arline, MD is a double-boarded internal medicine and pediatrics physician practicing in Largo at the BayCare Bardmoor Facility. For the past 1-1/2 years, she has served as one of three BayCare Medical Group Medical Directors of Primary Care  - her territory is middle and north Pinellas and Pasco County. She also enjoys serving as the Chairperson for both the Quality and Safety Committee – working on projects that support high quality care for BayCare Medical Group patients and enhancing the work experience for BayCare Medical Group team members and providers.

Nick Dewan, MD
Dr. Dewan serves as Medical Director for Behavioral Health within BayCare Medical Group and provides medical executive leadership for the Behavioral Health Division across the BayCare Health System.  Dr. Dewan is an accomplished physician leader and psychiatrist with an internationally renowned track record as an innovator in health care quality improvement and information technology.

Kevin Garner, MD 
Dr. Kevin Garner served as the Chief of Cardiology at St. Anthony’s Hospital in St. Petersburg, Florida from 2012 through 2015. He is also the director of the Congestive Heart Failure program at St. Anthony’s. He was a past president of the Pinellas County Medical Association and former editor of the Pinellas Medical Journal. Dr. Garner is, at present, an adjunct clinical associate professor with the Lake Erie College of Osteopathic Medicine (LECOM) in Bradenton, Florida and a former clinical assistant professor at the University of South Florida. Dr. Garner is a fellow of the American College of Cardiology. He currently is the medical director for specialty care in BayCare Medical Group’s West region.

Robert Pesce, MD
Dr. Robert Pesce graduated summa cum laude from Villanova University and earned his medical degree at the University of Pennsylvania School Of Medicine. He completed his internship and residency through the University of South Florida’s (USF) Affiliated Hospital System. He is board certified in Pediatrics and is a Clinical Professor in the Department of Pediatrics at the USF College of Medicine. Dr. Pesce practiced general pediatrics for 30 years and currently serves as Medical Director of Primary Care in the East Region of BayCare Medical Group. His duties include physician recruitment and serving as Corporate Compliance Officer for BayCare Medical Group. He also serves as Chairman of BayCare Medical Group’s Delegated Credentialing Sub-Committee. He is a member of the American Academy of Pediatrics, Florida Pediatric Society, Hillsborough County Medical Association and the Florida Medical Association.

Gina Schell, DO
Dr. Gina Schell thrives on change and improvement. As an internal medicine physician, Dr. Schell relishes complex medical cases and the satisfaction resulting from positive outcomes. She brings these same passions to the administrative arena in her medical director roles with BayCare Medical Group and BayCare Health System. Dr. Schell leads the Advanced Patient Centered Medical Homes within BayCare Medical Group, which integrate care coordinators and health coaches to increase patient engagement and deliver team based care.  She has championed the development of the health system’s first primary care center for women, aimed at providing a female friendly environment geared to accommodate the demands of busy working women. As a primary care medical director, she has led initiatives that includes the creation of clinical staff competencies, the development of the Physician Advocacy Team and the restructure of the medical group physician onboarding process. For the BayCare Health System, Dr. Schell is the medical director for the telemedicine program highlighting the system’s innovative strategies to providing quality medical care to the Tampa Bay community.
 
Ruvan Wickramasinghe, MD, FHM
Dr. Ruvan Wickramasinghe, MD, FHM graduated from Harvard College with a Bachelor of Arts cum laude in Psychology and attended the College of Physicians and Surgeons of Columbia University.  He completed his Internal Medicine Residency at Columbia Presbyterian Medical Center of New York Presbyterian Hospital, where he received the Joseph N. Muschel Housestaff Award for “qualities as a skilled physician and an empathic, compassionate human being who exemplifies the highest standards of medical care”.  He has published research in peer reviewed journals and is Board Certified in both Internal Medicine with Focused Practice in Hospital Medicine and Hospice and Palliative Medicine.  He is currently the Physician Champion of Mease Countryside Hospital’s Schwartz Center Rounds®, which originated at Massachusetts General Hospital and supports healthcare professionals in providing care with compassion and empathy.  He has been recognized as a Fellow of Hospital Medicine and is a member of the Society of Hospital Medicine and American College of Physicians.

Currently, Dr. Wickramasinghe serves as the Medical Director of the BayCare Medical Group Hospitalist Program for the East and West Region.

 
Richard A. Green, MBA
With over 20 years of experience in physician practice management and ambulatory operations, Rick is responsible as the Director of Operations for BayCare Medical Group, East region locations in Hillsborough and Polk counties. Working with the Medical Directors, Rick is developing workflows and processes to deliver a superior patient experience throughout the practice group. Rick is also focused on growth and practice acquisitions as well as delivering new models of care.

Rick received his Bachelor of Arts degree and a Master’s in Business Administration from Bentley College in Waltham, Massachusetts. In his professional career, he has performed various functions including physician recruitment, operational re-design, and program and strategic planning that was integral to returning financial sustainability to a once bankrupt institution, management consulting - providing operational and financial support to hospitals and physician practice groups; as well as leadership roles at several medical institutions and multi-specialty medical groups.

 
R. David Kicker
As Director of Operations for BayCare Medical Group, West region locations in Pinellas and Pasco counties, Dave brings many years of operational experience to the group. He provides operational guidance for the BayCare Medical Group, assisting in the development of policies and procedures, processes, seeking improvement of daily tasks and functions of the sites. In addition, Dave serves on various BayCare Medical Group committees and groups looking for ways to improve practice operations.

Dave is a native of Alabama where he completed his undergraduate studies at the University of Alabama-Birmingham. He received his MBA. from the University of Alabama-Birmingham in 1996. He has worked in multiple practice management capacities including primary care, specialty and support office functions. He has more than 25 years of physician practice management and has managed both operations and support departments including central business office director, executive director and Vice President roles.
 
Barbara Sharpless
Barbara Sharpless is a graduate of the University of Florida with dual Master's degrees in Business Administration and Health Administration.  She started her healthcare career with Andersen Consulting and worked on numerous innovative healthcare redesign and systems projects.  Barbara then moved to St. Joseph's Hospital to assist with the start-up of the medical group and management service organization known as HealthPoint.

In 2005, Barbara left healthcare to work with a Tampa law firm as the Firm Administrator.  She returned to the healthcare industry when she joined HCA Physician Services.  While at HCA, Barbara was a regional manager overseeing employed physician practices on the west coast of Florida from Hernando to Charlotte Counties.  For her last year with HCA, she was the Practice Administrator of a large employed physician group in Bradenton, Healthcare America.  In 2011, Barbara decided to return to the not-for-profit world and came back to HealthPoint as the Group Administrator, before continuing her role as Director of Physician Services when HealthPoint merged with the other BayCare-employed groups to form BayCare Medical Group, with over 575 providers.

In her current role, Barbara is focusing on Physician Recruitment, contracting and on-boarding; and centralized services such as Credentialing, Practice Development, and Process Improvement/Training.
